Organization
The organizational model of the RPA System is based on a network structure, consisting of a Central Technical Unit, located within the Department for Cohesion Policies and the South of the Presidency of the Council of Ministers, Office IV for the strengthening of administrative capacity for cohesion policies, and 21 Regional Units established within each Region and Autonomous Province.
The RPA Network ensures a widespread presence across the territory and thereby guarantees a high level of quality in the data collection process.
The Central Technical Unit (CTU) serves as the operational and methodological coordination body of the RPA System. In this capacity, it defines operational methodologies, sets objectives, and carries out data production activities in coordination with the Network of Regional Units (RUs). In particular, the CTU:
ensures the methodological and operational coordination of the Network by defining data collection and processing methods;
manages the RPA Information System (the data upload portal) and relations with the National Statistical System (SISTAN)
directly collects financial information relating to entities operating at the national level;
ensures data validation, both for data directly collected and for data collected by the Regional Units;
conducts territorial and sectoral analyses in support of public policies;
promotes initiatives and events aimed at disseminating information.
The Regional Units (RUs) represent the territorial data collection bodies that make up the RPA System and operate within each Region and Autonomous Province.
The RPA organizational model assigns a central role to the Network of Regional Units, granting them responsibility for compiling the accounts under the methodological and operational supervision and coordination of the Central Technical Unit. In particular, the Regional Units:
prepare the consolidated account of the Extended Public Sector (EPS) at the regional level;
directly collect data within their respective territories from all regional and sub-regional entities (dependent bodies, consortia, agencies, and companies owned or participated in by Regions and Local Authorities, Chambers of Commerce, Port Authorities), thereby ensuring a high-quality information base due to the proximity between the data collector and the reporting entity;
contribute to the definition of methodologies and carry out analyses of the collected data;
establish appropriate forms of coordination with Provinces and Municipalities to ensure effective technical and informational exchange;
promote initiatives and events aimed at disseminating information.
